Overview
A public servant with a heart can
best describe her as she faithfully performs her duties and responsibilities as
a discipline law and order section (DLOS) drafter at the Regional Personnel and
Records Management Division (RPRMD), Police Regional Office 3. She was born in
San Fernando, Pampanga, on November 28, 1980.
She is the third child of Marlene
Merdegia Salangad, a former police officer and Director of the National
Forensic Science Training Institute, and her husband, Augusto Quiambao
Salangad.
She finished her elementary and
secondary education at St. Scholastica’s Academy and Camp Crame High School,
respectively.
She was then awarded the title of
"most outstanding student of the year" when she graduated from Camp
Crame High School because she was able to manage all her extracurricular
activities and maintain her grades as the topnotcher in their batch (1997).
She graduated with a degree of
Bachelor of Science in Criminology in 2001 with flying colors, wherein she was
awarded the Cum Laude as well as being one of the ten (10) Outstanding Students
at Angeles University during her graduation.
She was then commended for her
outstanding achievements as a member of the Angeles University Performing Arts
(AUF Concert Chorus), which further elevated the stature of her craft in
singing to world-class standards, and for having broadened her horizons to
generously share her talents through her active and creative involvement in the
various academic, spiritual, social, and cultural activities of their university
and their community as Editor-in-Chief of CRIMWATCH (the AUF CCJE journal),
community music teacher, seminary teacher, student leader, and academic
scholar, which greatly contributed to the fulfillment of the mission of their
university, namely, the Total Development for God and humanity
Her quest for knowledge continued,
which resulted in her earning an additional bachelor's degree in law at the
University of the East in 2005. Likewise, her thirst for education made it
possible for her to finish her Master’s degree in Criminology at the University
of La Salette in 2015.
Her perseverance to deliver quality
service can be seen through her various accomplishments during the time she has
worked as a public servant. She worked as a legal officer at the provincial
office of the Department of Agrarian Reform (DAR), where she assisted the
farmers through mediation and court hearings who were unjustly treated by their
landlords.
Also, she worked as one of the
college teachers at the Angeles University Foundation in Angeles City for
almost five (5) years, wherein she handled students enrolled in various
subjects, namely: forensic chemistry and toxicology; introduction to
criminology; political science; comparative police system; special crime scene
investigation; comprehensive law enforcement administration; fire technology
and arson investigation; drug education and vice control; and non-institutional
correction.
In 2015, she started working as an
assistant statistician at Police Regional Office 3, where she was assigned to
the Regional Personnel and Records Management Division. While vigorously
serving the public, she is often invited to share her knowledge as a guest
lecturer, both locally and nationally. Through this, she is often doing her
best to be a role model not only to her fellow criminologists but to various
other people as well.
Likewise, her unfaltering character
often aids her in continuously setting good examples to all the people who
surround her. Her simple lifestyle as well as her cheerful countenance help her
balance her time between work and family. The fruits of her labor can be seen
through her exceptional accomplishments within and outside the region.
Presently, she is the incumbent
Secretary of the PNP Non-Uniformed Personnel Association, Inc. (NUPAI) in
Region 3. As such, she was also instrumental in the success of their service
project that was held in the Bataan Provincial Office on February 6, 2020, led
by its current president, NUP Josephine Sevilla. The said association memorably
spearheaded a meaningful and inspiring ministering activity. It was gratefully
witnessed by NUP President Rommel Kalalo, Batangas PPO NUPAI President, the
giving of donations to NUP who were affected by the Taal Volcano eruption.
Donations such as blankets, towels,
and mats from NUP assigned from the Regional Headquarters as well as from
various PPOs within Region 3 were voluntarily collected two (2) weeks before
the above-said activity. In addition, during the said activity, the vitality of
true service was instilled in their hearts.
Through this kind of activity, it
truly helped in lessening the burden the victims were experiencing during the
time they needed aid as well as comfort. The donated items were personally
distributed by the participants to NUP, which was victimized by the volcano
eruption. It was indeed a successful activity because the smiles that were
painted on the faces of the recipients were permanently tattooed in the minds
of the participants when they left the place of activity.
Her valiant contribution to realizing
the PNP mission and vision can be seen in her outstanding accomplishments in
doing her part without any respite. Her desire to assist Summary Hearing
Officers with regard to their assigned administrative cases gives her
inspiration to strive more in rendering public service.
Her acts show her efficiency and
competence to perform her public duty with a heart. As a public servant, she is
constantly aware that she is duty-bound by virtue of her office to exercise the
dedication that public servants usually apply in the performance of their
duties. Her accomplishments show that she is fully cognizant of the nature and
responsibilities of her tasks in providing quality and unhampered public
service.
She has also attended various local,
national, and international conferences, trainings, and seminars, where she has
learned many valuable things. The same honed her to become a more effective and
efficient public servant in her various work assignments. Likewise, the said
opportunities inspire her to continually share unselfishly what she knows with
other people on many occasions because she believes in the vitality of
dedication, service, and gratitude.
Exemplary Behavior And
Conduct
On October 16, 2022, Women Icon, in
association with Times Women, spearheaded an international spectacular event in
India, wherein she was internationally recognized as an "Outstanding Woman
Achiever of the Year." She was a recipient of the said award because of
her excellent and honest public service as a member of the PNP. Likewise, she
was commended for her flawless skills and efficiency in public service.
Because of her dedication to serve,
she received the No. 1 Woman Excellence Award.
In addition, on October 27, 2022, she
was a recipient of a national award during the prestigious 2022 Dangal ng Lahi
Awards at the Waterfront Insular Hotel in Davao City.
She was awarded as the
"Philippines’ Woman of Dedication and Outstanding Public Servant of the
Year." Also, on November 23, 2022, she was awarded "2022 Asia’s Most
Outstanding and Exemplary Administrative Officer of the Year." The same
was held at the Grand Ballroom at Okada in Manila during the 2022 Asia Pacific
Luminare Awards Night because of her fervent desire to continuously serve the
public with passion and eagerness.
In addition, she will be the
recipient of a NAT as the "Outstanding Individual in the Field of Public
Service" on January 21, 2023, during the 2023 Instabright Excellence
Awarding Night at the Taal Vista Hotel, Tagaytay City.
Moreover, during the 119th Police
Service Anniversary on August 6, 2020, with a theme of "Towards a
Pandemic-Resilient PNP: Adopting Protective Protocols in the New Normal,"
she was awarded as the Best Non-Uniformed Personnel (Non-Supervisory Level) in
Region 3.
Additionally, her outstanding
accomplishments were also duly recognized by her alma mater, the Angeles
University Foundation, on October 2, 2020, wherein she was commended for her
achievements nationwide.
In the first semester of C.Y. 2019,
she got a rating of "outstanding" in her performance evaluation for
the reason that she efficiently and effectively performed her work as a DLOS
drafter of administrative cases in Region 3. Also, she was instrumental in the
success of the PRO3 Proficiency Evaluation Process (PNP P.A.T.R.O.L. Plan 2030)
for being one of the PRO3 Performance Audit Team members in the region during
the PGS Proficiency Evaluation Process (PEP) Audit. In fact, she was awarded
the Medalya ng Kasanayan on February 21, 2019 for the highly commendable
performance she has rendered together with the PRO3 (PEP) Performance Audit
Team.
Her professionalism has helped her to
develop her ability to look beyond personal interest through her exemplary
efficiency, commitment, and devotion to duty in the implementation of the PNP
P.A.T.R.O.L. Plan 2030 Performance Audit in different PPOs and CPOs in Region
3.
She was the humble recipient of an
academic award that was given on May 18, 2019 at Dela Salle University-Dasmarinas,
Cavite, because of her scholastic performance as a student pursuing a Doctor of
Philosophy in Criminal Justice with a Specialization in Criminology. Likewise,
she was recognized as an academic awardee and the most industrious, most active,
and most outstanding student in her PhD class on September 19, 2020.
Her dedication to her studies helps
her magnify her duties as a public servant. Her desire to share her knowledge
through various seminars, trainings, and webinars, both regionally and nationwide,
is always in her heart. Her loyalty to her work helps her magnify her duties as
one of the most efficient NUPs in the region, contributing to the attainment of
the PNP’s vision of having a highly capable, effective, and credible police
service by 2030.
On February 24, 2020, she was one of
the Medalya ng Kasanayan awardees because she was one of the drafters who were
instrumental in the speedy disposition of 767 backlog cases (C.Y. 2018 and C.Y.
2019) in January 2020, thereby enabling PRO3 to attain zero backlog with
regard to administrative cases.
Her dedication to her work has
contributed to the success of the ORPRMD-PRO3 in obtaining the highest rating
of 98.14 percent and being ranked as the No. 1 PNP nationwide on the overall
rating of the said office for the 1st quarter of calendar year 2020. She
continuously displays efficient knowledge of her job with respect to the
drafting of decisions of the Disciplinary Authority on administrative cases.
Also, in the fair application of laws, rules, and regulations pertaining to the
handling and disposition of cases in the region. She has recently received a
Medalya ng Pagkilala (PNP Recognition Medal) on September 13, 2022. Also, she
received two (2) Medalya ng Kasanayan (PNP Efficiency Medals) on March 1, 2022,
and August 15, 2022 because of her devotion to serve the public and her
exceptional performances.
Her excellent performances and
professional competence in the public service can be clearly evidenced by the
numerous awards that were given to her. She has received a total of
twenty-seven (27) Medalya ng Papuri (PNP Commendation Medal), twenty (20)
Medalya ng Kasanayan (PNP Efficiency Medal), one (1) PNP Recognition Medal, and
three (3) Letters of Commendation from the time she was appointed as a valiant
member of the PNP organization in 2015.
Because of her superb service and
passion to serve the public, she was also recognized nationally as the
"Outstanding Criminologist in the Government Service," which was
spearheaded by the Professional Criminologists Association of the Philippines
(PCAP) on December 18, 2020. Clearly, it shows that her dedication as a public
servant is recognized locally, nationally, and even internationally.
Likewise, she humbly accepted
approved teaching engagements and willingly shared her knowledge as a guest
lecturer in various trainings and seminars for many years, in addition to her
work as one of the non-uniformed personnel.
She had been invited before by the
National Forensic Science Training Institute, under the auspices of the
Philippine Public Safety College, as a guest lecturer in Scientific Processing
of Physical Evidence (SPPE) in the Public Safety Investigation and Detection
Course (PSIDC) under the Crime Investigation and Detection Course (CRIDEC)
Program.
In the Police Regional Headquarters,
she has already been invited as a guest lecturer in the PNP Disciplinary and
Non-Disciplinary Policies Seminar, where she taught 2017 Rules in
Administrative Cases in the Civil Service (RACCS) and in the Field Training Officers
Course (Drug Education as well as Values and the Code of Ethics). In addition,
the Regional Investigation and Detective Management Division has already
invited her as a guest lecturer to teach the Moral Recovery Program and
Jurisprudence in the Specialized Course on Investigation of Crimes Involving
Women and Children for PNP-WCPD officers as well as in the Criminal
Investigation Course (CIC).
The participants usually comprise of
non-uniformed personnel (NUP), police commissioned officers (PCOs), and police
non-commissioned officers (PNCOs) coming from various police provincial offices
(PPOs), city police offices (CPOs), and police regional headquarters in Region
3. Also, she is often invited as a guest lecturer in the Resource Enhancement
Through Academic Development (READ) Program Course and the Personnel
Orientation Course (POC) for non-uniformed personnel of the PNP in Region 3.
Through her help, members of the PNP,
nationwide and regionwide, were able to learn from her the adequate knowledge
and skills needed in their chosen fields of interest. She was also tapped and
invited to serve as a Criminology Board Examination Reviewer within and outside
the region. In fact, when she was teaching at the Angeles University
Foundation, she was one of the members of the Committee on Criminology Review.
In addition, when she was still in
the academy at the Angeles University Foundation, she was the college journal
adviser (CRIMWATCH). Likewise, when she was pursuing her degree in criminology
at the same university, she was the first Editor-in-Chief of the said journal
because of her passion for writing.
She already submitted a Graduate
Tracer Study for AUF B.S. Criminology Alumni together with her co-faculty
members at AUF in 2014. Likewise, in the AUF Criminal Justice Journal (a
peer-reviewed journal), she was one of the co-authors of the research, namely,
Effects of Co-Curricular and Extra-Curricular Activities in the Academic
Performances of Criminology Students: A Case Study of the Angeles University
Foundation; The Operational Capability and Fire Prevention Competency of the
Bureau of Fire Protection in Angeles City; Compliance of Selected Barangays in
Angeles City Regarding the Procedures for Amicable Settlement as Embodied in
R.A. 7160; and Profile of Erring Police Officers and Status of Their
Administrative Disciplinary Cases in Region III.
impact of accomplishments
Success is often visualized with
wealth or a blossoming career. For her, success is living a satisfying and
complete life with God through her unselfish services. She continuously
ministers wherever she is assigned to work. Though she is driven to be
successful in her career, she knows that work is only one of the facets of
life, which is why she struggles to find balance and quality time for her
family and spiritual growth.
"No amount of success can
compensate for failure at home," is one of her favorite quotations.
This popular adage inspires her to do her very best each day. She is often rest
assured that God is instrumental in giving her courage to surpass life’s
challenges. She always considers him her source of strength as well as the wind
beneath her wings. Likewise, her family’s support often gives her courage and
motivation in all her endeavors.
She was formerly serving as the Young
Women's First Counselor of the Philippines' Young Women of Angeles Stake.
Now that she is presently magnifying her calling as the Stake Young Women
President, she continuously ministers to the youth within the areas of Sto.
Tomas, Arayat, the City of San Fernando, and Angeles City in Pampanga. Aside
from her work as a public servant, her strong desire to minister is always in
her heart. She is doing her best to teach the youth and other youth leaders
through various leadership trainings, seminars, and events.
She always stresses the principles of
the gospel as well as the importance of a spiritual foundation. She always
instills in their minds the vitality of living a righteous life coupled with a
desire to serve and minister to other people. She believes in the importance of
giving service to many people, especially the youth, whereby she motivates them
to do what is right in the eyes of God and in the eyes of the law. Likewise,
she is always encouraging them to be resilient in this time of pandemic because
they can become leaders or even valiant public servants in the future.
Further, she is doing her best to
live in her own simple ways according to what is enshrined in Republic Act No.
6713 with regard to the norms and conduct of public officials and employees,
which are the following: commitment to the public interest, professionalism,
justice, and sincerity, political neutrality, responsiveness to the public,
nationalism and patriotism, commitment to democracy, and simple living.
She is truly committed to rendering
quality public service and has a desire to help the people to whom she is
providing it. As a DLOS drafter, she sees to it that she meticulously drafts
decisions involving PNP personnel in Region 3 with regard to their
administrative cases based on the applicable laws and jurisprudence.
Furthermore, she magnifies all her callings as the Secretary of the NUPAI in
Region 3, a regular member of the Regional Tripartite Industrial Peace Council
(RTIPC) in Region 3, a 1st Level Alternate Representative to the Program on
Awards and Incentives for Service Excellence (PRAISE) Regional Committee in
Region 3, a member of the Regional Oversight Committee on Administrative
Offices (ROCA) since 2018, and a member of the PNP PRO3 Committee on Decorum
and Investigation (CODI) since 2019.
Her untarnished reputation for
delivering quality service with regard to her assigned tasks shows excellent
public service. She sees to it that everyone will be treated justly and without
the presence of unfair discrimination, regardless of party affiliation or
preference. Relatedly, she is performing and discharging her duties with the
highest degree of excellence, professionalism, intelligence, and skills, even
in this time of pandemic. She even extends prompt, courteous, and adequate
service to the public by completing her assigned tasks in her office.
In spite of her numerous
achievements, she remains humble and true to the people at all times. She
usually acts with justice and sincerity and does not discriminate against anyone
when it comes to her strict compliance in the performance of her duties and
responsibilities as a committed public servant. She was even invited as a judge
or panelist (Essay Writing Contest, Extemporaneous Speech Contest, and Modified
Oxford-Oregon Debate Contest) in the recently concluded annual academic
competition at the Angeles University Foundation, College of Criminal Justice
Education, because of her expertise as well as for continuously serving as a
role model to the teachers as well as students of the said university.
She strongly shows her loyalty to the
Filipino people at all times, as she humbly renders public service with a heart
and honors the principle of public accountability. Lastly, she is duly
committed to leading a modest life, which is appropriate to her position and
income. She loves to be of service to other people without expecting anything
in return. She finds joy in helping many people reach their full potential when
it comes to their own chosen fields of interest.
Without a doubt, her example as a
committed public servant can be seen through her stalwart character, daily
actions, and excellent accomplishments of her tasks as a dedicated public
servant. This is the very reason why she was one of the nominees in the search
for the 2022 Outstanding Fernandino Award in the field of civil service because
of her exemplary performances as a public servant nationally and
internationally.
During the Women’s Month Celebration
this year, she was selected and featured by the Commission on Human Rights,
Region III, as a woman of strength, determination, integrity, and character.
The theme of the CHR for the said celebration was "Agenda ng Kababaihan,
Tungo sa Kaunlaran." She was also included in the Angeles University
Foundation’s Witnessing of the Alumni Volume II Book in celebration of the 60th
Foundation Anniversary of the said university.
She was recognized as one of the
alumni who have proven the Angelenean brand in serving their organizations and
their communities internationally and nationally. She was featured because she
brought pride to her alma mater as a criminologist and as a public servant.
Likewise, she was duly recognized for her excellent achievements in her
profession.
Also, she spearheaded, together with
her family, the inspiring activity of giving simple donations to some affected
families because of the COVID pandemic within the cities of San Fernando and
Sto. Tomas, Pampanga. Her dedication to helping other people can be seen
through her actions and commitment in many ways. Likewise, her family is always
spearheading various community service activities yearly at Reception and Study
Center for Children (RSCC), Lubao Orphanage, and Jose B. Lingad Hospital.
Through these activities, many people are being blessed with Christ-like love.
Moreover, she often uses her talent
for singing as well as her baking skills to help and minister to a lot of
people, especially in this time of pandemic. Because of the same, her passion
to serve is always ignited.
Her vigor, justice, sincerity, and
humility to serve the public were strengthened as the years passed. She is
continuously manifesting her love to unselfishly serve the people without discrimination.
Her justness and loyalty to be of service to others stemmed from the simple
value of honesty. The same leads to her sincerity and conviction in working
productively for the public's welfare.
Evidently, she is truly consistent in
rendering selfless service. Her commitment to being instrumental in the
realization of the PNP vision and mission can be seen through the integrity of
her performances since the time she took her oath as a public servant. Her
emotional depth and sinew in manifesting her profound desire to be of service
are continuous and without respite. Her honest dedication and unwavering
commitment to her work as a government employee truly contributed to the
success of the Philippine National Police.
